The Los Angeles Police Commission has come up with a conclusion in a controversial police-involved shooting that differed from that of Chief William Bratton. It was an important event, in part because the commission contradicted the chief and found that the shooting didn’t meet departmental standards and that the officer ought to be disciplined, and in part because this kind of discord hasn’t happened much in the past. For Bratton’s first three years, the civilian oversight commission was little more than a cheering squad for the popular police chief. That was not a huge surprise considering that the Police Commission, whatever its makeup over the years, has usually been too timid to challenge L.A.’s chiefs. If this action means this commission has found its independent voice, that’s a good thing for Los Angeles. The most controversial and problematic department in the city needs an honest and independent examination of critical actions. Not a rubber stamp.
